The allegory is about keeping them in chains and trying to make them see the world from the point of view they are showing them, instead of not letting them see things for them selves.

Plato is suggesting that the world should work in three was, the philosphers as top rank and ruling,then you have the cops as the rank under the philosphers ,& then the workers are the last class & lower rank of people.
